Professional AI Documentation Standard — Sector Annex
Version 1.0
February 2026
Certification Programme (Deferred): PAIDS-S certification and institutional accreditation programme is currently deferred. Current documentation establishes the governance standard only. Training and certification pathways are planned for future release.
PAIDS-S establishes governance, safeguarding, ethical, and evidential standards for the responsible use of artificial intelligence in safeguarding, social care, and vulnerability-focused service environments. This annex applies universal PAIDS principles to sectors where documentation directly influences the protection of children and vulnerable adults, multi-agency safeguarding decision-making, service-user rights and welfare, regulatory and inspection outcomes, and legal and evidential accountability.
AI must support but never replace practitioner safeguarding assessment. AI must not determine safeguarding thresholds, produce safeguarding conclusions, replace practitioner risk reasoning, or replace inter-agency professional decision-making.
AI documentation tools must preserve practitioner safeguarding logic, clearly recording observations, concerns, professional reasoning, risk indicators, and escalation decisions.
AI must not standardise or suppress service user disclosures, personal safeguarding experiences, cultural or contextual variations, or trauma-informed narrative complexity.
AI-assisted documentation must support chronology clarity, inter-agency information consistency, referral documentation quality, and case conference documentation clarity.
AI-assisted safeguarding documentation must remain legally defensible, authored and validated by practitioners, traceable to practitioner input, and capable of regulatory or safeguarding review scrutiny.
AI deployment must not dilute professional safeguarding accountability. Organisations remain responsible for safeguarding decisions, case management, risk escalation processes, and professional oversight.
AI systems must require practitioner-produced notes or information prior to documentation structuring. Automated safeguarding narrative generation without practitioner input is prohibited.
AI safeguarding documentation tools must prioritise organising practitioner information, structuring safeguarding reports, supporting chronology clarity, and mapping documentation to safeguarding frameworks.
AI tools must not determine safeguarding referral thresholds, trigger automated safeguarding referrals, or replace safeguarding supervision or multi-agency review.
AI must support reflective structuring but must not produce practitioner reflection, replace professional self-analysis, or replace supervisory review processes.
Level 1 — Safeguarding Documentation Support Compliance
Practitioner authorship and safeguarding review safeguards implemented.
Level 2 — Safeguarding Governance Integration Compliance
Formal safeguarding governance oversight implemented. Workforce training programmes (deferred).
Level 3 — Advanced Safeguarding AI Governance Compliance
Continuous safeguarding risk monitoring, inter-agency governance integration, and transparency reporting implemented.
PAIDS-S affirms that artificial intelligence must enhance safeguarding clarity, professional accountability, and service-user protection while preserving human judgement at the centre of safeguarding practice.
